Will this convert a VGA (Laptop) Signal, to the MiniDP (Monitor connection)?
The will only convert a Mini DP signal from a Laptop or PC to a VGA monitor.

Is there a product similar to this, that will allow a Surface Pro 3 docking station to display to two monitors in addition to the Surface Pro 3 itself?
Unfortunately we would not have a product that will allow 2 out puts from a single Mini Displayport connection

Will this work if connected to a VGA splitter Y cable (for 2 monitors) and then, connected to a Surface Pro (first generation)?
The issues is going to be the Y cable being used as the strength of the signal is not going to be very strong. A Y cable can cause a issue no matter the strength of the signal.
